Manufacturing Productivity Extension (MPEX) Program
Improves the efficiency and profitability of MSMEs by: producing better products and services; reducing operational expenses; having more productive and safer workplaces; and developing more appropriately-skilled manpower.
MPEX involves the deployment of industry experts, productivity specialists and other technical experts to assist MSMEs in the manufacturing sector. These consultants provide recommendations for improvement of the firms’ overall operations to achieve higher productivity. Among the priority focus of intervention are as follows: plant lay-out, production planning and control, occupational health and safety, plant capacity utilization, work organization and human resource utilization, equipment and machinery utilization, plant and machinery maintenance, process operations, materials management, product design and packaging, and quality assurance systems, among many others.
Consultants are required to provide both short- and long-term recommendations to the beneficiary firms. Beneficiary firms are expected to implement short-term recommendations within the duration of the consultancy engagement. Short-term recommendations refer to areas which can be implemented by the firm within a period of 1-3 months depending on the availability of resources and the firm’s financial capacity.

Food Safety (FS) Program
Assures the safety and quality of food products, prevents food-borne illnesses, promotes a responsible enterprise image and protects consumers.
Food Safety involves the deployment of food safety experts to assist food processors on any of the following areas: compliance with requirements for FDA License to Operate; Hazard Analysis Critical Control Points (HACCP) study (one product type only); and improvement of food safety practices.

Energy Audit (EA) Program

Energy Audit is the systematic analysis of an energy consuming facility within a defined energy audit scope by examining existing practices on energy utilization and identifying strategies and alternatives to reduce energy costs and improve energy efficiency.
EA consultancy is implemented in two (2) categories: Level 1 consultancy covers MSMEs with 3-50 occupants/workers/employees and other facilities with 10-50 occupants/workers/ employees while Level 2 consultancy covers MSMEs and other facilities with more than 50 occupants/workers/employees.

CP involves the deployment of industry experts, productivity specialists, and other technical experts to assist MSMEs in the manufacturing sector by determining and recommending integrated preventive environmental strategy to processes to increase efficiency, reduce waste in their production process, and reduce risks to humans and the environment.
CP consultancy is implemented in two (2) categories: Level 1 consultancy covers only one focus area while Level 2 covers two or more focus areas.

Consultancy for Agricultural Productivity Enhancement (CAPE) Program
Provides consultancy teams to undertake technology improvement and enterprise productivity studies in micro, small and medium enteroprises (MSMEs) in the agricultural and aquaculture sectors.
CAPE aims to institutionalize effective farm management strategies, including transfer and commercialization of appropriate technologies, to improve agricultural and aquaculture productivity. Accredited consultants are deployed to qualified agri and aqua enterprises to undertake productivity improvement studies. Among the areas covered are as follows: aquaculture (shrimp, milkfish, crabs, tilapia, others), horticulture (vegetables and fruits, ornamentals, plantation crops, others), livestock (swine, goat, carabao, cattle, others) and poultry.

Packaging and Labeling Assistance
Transforms locally-produced goods into globally-competitive products through improvements in the packaging technologies of micro, small and medium enterprises (MSMEs).
Packaging and labeling assistance is provided to MSMEs by authorized personnel of DOST Regional Offices. The assistance may involve, among others, package development, label design, package prototyping, product-package compatibility testing and similar services. Higher-level assistance may be provided by technical personnel of the Packaging Technology Division of the Industrial Technology Development Institute (DOST-ITDI). The services will be provided in accordance with the approved procedures and/or terms of reference of the concerned DOST agency.

Consultancy for Agriculture and Manufacturing Productivity Improvement (CAMPI) Program
The Consultancy for Agriculture and Manufacturing Productivity Improvement (CAMPI) Program provides consultancy services to Small and Medium Enterprises (SMEs) to attain higher productivity through the identification of productivity improvement concerns in the agriculture and manufacturing sectors throughout the country. The CAMPI is a level-up strategy that provides focused S&T consultancy intervention/s to SMEs.
The objectives of the program are the following:
To install focused S&T interventions to continually improve productivity of the SMEs;
To tap the skills and expertise of industry practitioners; and
To encourage the private sector to adopt government generated S&T innovations in the agriculture and manufacturing sectors.
The financial assistance shall cover the professional fee and travel cost of the Consultants/Consultancy team who will conduct consultancy services to qualified SMEs within the priority sectors.

Coverage of Assistance:
SMEs in the agricultural and manufacturing sectors that have already established local and/or international market.
SMEs should have been previously assisted by other TAPI Programs, SETUP or other DOST Services.
Priority would be given to those who have undergone CAPE & MPEX duly recommended by the Regional Offices (ROs).
